not even a elite

any ideas. 87 honda elite 250.just stopped. battery good, connections good, even tried with a battery starter, not even a click from the starter. got to be something simple. also need to know how to remove plastic panels . There has got to be a right way...I'm afraid of breaking the plastic. a loose connection I think, where would you start?

I'd check fuses, and the ignition switch .

ditto on the fuses.

You can order a service manual from several different places. That would detail the removal and installation of the panels.
I don't fix scooters - I curse at them.

+1 for fuses... if the elite has a main fuse I'd start there.

This site provides shop manuals for the Elite CH250:

Just download the PDF for the 1986 CH250 manual.
There is a good description of how to remove the plastic in chapter 13. I just took my own CH250 apart, so I can tell you that each side has a screw by the footpeg (for the rear rider) and by the top rear of the panel.
